ComEd filed a $15.3 billion four-year (2028-2031) grid plan and multi-year rate plan with the ICC on Jan. 23, 2026 for new substations, capacity upgrades at 70+ substations, aging-equipment replacement and grid technology to serve EV, data center and electrification demand. ComEd estimates the average residential bill would rise about $2.50-$3.00 per month each year beginning in 2028. An ICC decision is expected around Dec. 15, 2026.

Annual reconciliation under Ameren Illinois' 2024-2027 multi-year rate plan: Ameren asked for $59.6 million; the ICC on December 18, 2025 approved about $48.4 million, trimming $11.2 million. Ameren said the full request would have added $0.39/month for a typical residential customer, so delivery rates were essentially unchanged in January 2026. Separately, the capacity-driven supply price rose about 47% to 9.66 cents/kWh in January 2026, partly offset by $13/month IRA-related credits through May 2026.
