Dominion Energy Virginia Approved
About +$11/month on a typical bill. Dominion's 2025 biennial review asked for base rate increases of $822 million in 2026 and $345 million in 2027 (about $8.51 and $2.00 per month for a 1,000 kWh customer in base rates, with the total bill impact including fuel/capacity shifts closer to $19.57 over two years) and a 10.4% ROE. The SCC's Nov. 25, 2025 final order approved $565.7 million for 2026 and $209.9 million for 2027 at a 9.8% ROE, raising the 1,000 kWh residential bill by $11.24 per month in 2026 (about 7.5% of a $149.92 bill) and a further $2.36 in 2027, and created a new GS-5 rate class for data centers and other 25 MW+ loads starting 2027.
