FY2025-26 Power System Reliability Program / Reliability Cost Adjustment: LADWP has no rate case; its Board sets pass-through adjustment factors under the 2016 rate ordinance. The Board letter dated May 12, 2025 (approved for the July 1, 2025 rate year) authorized FY2025-26 Power System Reliability Program capital, O&M and debt service for the Reliability and Incremental Reliability Cost Adjustments, raising the median residential customer's (300 kWh) bill by about $3.89 per month, or $0.01297 per kWh, which scales to about $12.97 at 1,000 kWh. LADWP's 2026 pass-through factors (energy cost, reliability) pushed residential tier rates roughly 8-11% above early-2025 levels without a new ordinance. Source
